Senior Project Controls Specialist

PROKON LLC is pleased to announce Senior Project Controls Specialist position for HAOR Reconstruction and Modernization Project.

Position overview:

  • Senior Project Controls Specialist functionally reports to Company Project Controls Manager and Administratively to Project Manager / Project Director. Supervises Planner, Cost Engineer, Contract Administrator, Quantity Surveyors and Document Controls. Liaise with Project members, Functional departments, Clients and Subcontractors/Vendors;
  • Will be responsible for the following activities of the project to which he/she is assigned: Change Management, Cost Control, Planning and scheduling, Progress Monitoring and reporting, Quantity Survey, Forecasting and Document Control and Management.
  • General:

  • Be the right hand man for the Project Manager/Director; generally responsible for providing the project status, forecast of the future, and definition of alternatives. He/she must be diligent and complete in analysis such that the right choice is obvious;
  • Must have a thorough understanding of the contract requirements of the project he/she is assigned to;
  • Keep the Company Project Controls Manager informed of the personnel and training requirements of Project Controls personnel assigned to him/her.
  • Change Management:

  • Ensure that a robust change management system is in place for all phases of the project by which any change, both internal and external are identified at the very outset;
  • Ensure that the cost and schedule impact of individual changes and the cumulative impact of all changes are evaluated;
  • Ensure that the changes which are to be compensated by the client/vendor are taken up promptly with the client/vendor. Ensure that we get fairly and adequately compensated for the same;
  • Ensure that logs of both internal and external changes are maintained.
  • Cost Control:

  • Ensure that the costs from the “as-sold” bid cost summary are broken down into the standard Work Breakdown Structure line items; ensure that budgets and the chart of accounts are distributed and explained to the budget managers;
  • Ensure that the budgets are controlled before the cost commitments are made, and the commitments are tracked once they are made;
  • Estimation of the value of completed work as per contract and Preparation of Payment Certificates and Invoices to Client accordingly;
  • Verify and confirm the Payment Certificates and Invoices from Subcontractors and Suppliers;
  • Participate in critical procurement and subcontract evaluations and negotiations to ensure cost, cashflow, warranties/guarantees and schedule requirements are adequately addressed;
  • Assist the Project Manager in making “make or buy” and “subcontract or do it yourself” decisions;
  • Ensure that corporate treasury is involved before any foreign currency transactions are committed to and they are kept informed about all foreign currency commitments as they are made;
  • Ensure that the cash flow projections are done accurately and on a timely basis;
  • Ensure that the costs are being continuously collected in such a manner that feedback to estimating is possible at any given point of time.
  • Planning and Scheduling:

  • Ensure that the project starts with and maintains an overall integrated Level 4 schedule with appropriate links;
  • Liaise with the construction manager to ensure that the project schedules are done in enough detail (Level 4) and that Required On Site (ROS) dates for engineering deliverables, materials and subcontract services are clearly established;
  • Liaise with the engineering manager to ensure that the engineering deliverables register (Level 4) is maintained with the plan, forecast and actual dates for various milestones (e.g. ROS Dates, Inter Discipline Check, Approval by Client, Issued as AFC, etc.);
  • Liaise with the procurement manager to ensure that the procurement and subcontract plan (Level 4) is maintained with the plan, forecast and actual dates for the various milestones (ROS dates, Issue Request For Quotation, Complete Bid Evaluations, Issue Purchase Order, receipt of critical documentation, Delivery etc.);
  • Liaise with critical vendors and subcontractors through the procurement manager and monitor their schedules; also incorporate their schedules into the overall schedule;
  • Ensure that the Level 4 Engineering and Procurement plans are appropriately grouped into the overall Level 3 schedule;
  • Ensure that resource planning is done adequately and the project is staffed with appropriate and adequate personnel;
  • Proactively manage the schedule; review and use late reports and look ahead reports to achieve same; progress the schedule on an ongoing basis and analyze impact.
  • Progress Monitoring and Reporting:

  • Set up a progress measurement mechanism which is reflective of physical progress made;
  • Ensure that the project scope quantities are estimated accurately and completed accordingly11
  • Ensure that progress is measured on a weekly basis for all aspects of the project;
  • Ensure that the progress curves and reports are made and distributed internally and externally on a timely basis;
  • Ensure that progress is agreed on a monthly basis with the client; issue and follow up invoices on a timely basis;
  • Prepare project weekly and monthly reports for internal and external distribution as per internal and Contract requirements;
  • Initiate and maintain project metrics (Project Success Index) on an ongoing basis. Review and recommend appropriate action to the project manager.
  • Forecasting:

  • Ensure that the profit and cash forecasts are accurate and timely;
  • Always be “forecast conscious”; ask the question “how does this event affect the forecast”11
  • Use “earned value” concept in forecasting; use commitments made and the “earned value” to accurately forecast commitments to go;
  • Review Risk and Opportunity register on an ongoing basis to ensure they are adequately addressed in the project forecasts;
  • Review and manage “contingencies” as per guidelines.
  • Project Administration:

  • Ensure that logs are kept on a timely basis for correspondences between the client and us and the vendors and us;
  • Ensure that the letters and notices from the client/vendors/subcontractors are appropriately replied to;
  • Ensure that contract requirements with respect to approvals of vendors/subcontractors, providing bank/parent company guarantees etc are adhered to;
  • Ensure that back-to-back guarantees and warranties are obtained from vendors and subcontractors and a log of the same is being kept;
  • Ensure that a “gap analysis” of risks is done for major procurement and subcontract items; this is the gap between the risks being undertaken by us in the main contract and the risks undertaken by the vendor/subcontractor as per the subcontract;
  • Provide input for preparation of documents for customs clearances, legalization documents and tax documents.
  • Minimum qualifications & experience required:

  • At least 8 years of a professional work experience in Planning and Project Controls roles at multidiscipline Oil & Gas projects;
  • Profesional knowledge of MS Excel and P6;
  • Advanced University degree in Engineering or other related technical field;
  • Advanced level speaking & writing English;
  • Ability to interpret project controls documentation and prepare planning / reporting documents in accordance with international industry standard practices;

    Rotating Equipment Engineer

    “Rotating Equipment Engineer reports to Maintenance Delivery Manager and provides maintenance engineering support for Gas Compression and Power Generation stations. Successful candidate will need to work closely with Field Service Engineers and Supervisors in order to achieve high level of availability and reliability of plant equipment. Rotating Equipment engineer will work with other professionals in order to improve production facilities, reduce the incidence of costly breakdowns and develop strategies to improve overall reliability and safety of plant, personnel and production processes. 

    Main responsibilities:

    Include, but are not limited to the following:

    • Act as a single point of contact between the company, OEMs and customers;
    • Ensure compliance with company HSE policy and legislation;  
    • Develop maintenance strategies and procedures for rotating equipment;  
    • Develop strategies and procedures for major maintenance overhauls and outages;
    • Review and update existing company maintenance strategy documents;
    • Troubleshoot breakdown problems associated with the rotating equipment;  
    • Consult Field Service Engineers and Supervisors on technical problems;  
    • Review relevant SBs and work on implementation of the recommendations;  
    • Continuously review packages for obsolete parts and find alternative solution;

    • Review deficiencies noted during preventative maintenance and make sure corrective action plan is in place;  
    • Use remote online condition monitoring system on daily basis to assess health of the units and react on alerts;  
    • Review/raise NCRs associated with rotating equipment;  
    • Provide technical guidance for the preventive and predictive maintenance programs;
    • Serve as the focal point for monitoring performance indicators for maintenance management;  
    • Analyze equipment and operating data and correct when needed;
    • Develop preservation maintenance strategy and requirements; 
    • Define KPIs for equipment performance and maintenance efficiency and produce monthly reports; 
    • Provide engineering support for root cause analysis. 

    Education & experience:

    • High school diploma in Mechanical Engineering or equivalent; 
    • Minimum 5 years of experience in the engineering field, preferably in a similar field;  
    • Expert knowledge of the rotating equipment (gas turbine driven compressor and generator packages) and auxiliaries;
    • Ability to read technical drawings and schemes;  
    • Good working knowledge of CMMS tool; 
    • Understanding of preventative and predictive maintenance techniques; 
    • Rotating equipment troubleshooting experience;

    Main responsibilities:
    Include, but are not limited to the following:

    • Select correct pipe, elbows, flanges, hangers or supports, thread pipe, bend pipes/tubes using saws, pipe cutter, tube bender hammer and chisel, cutting torch, and pipe cutting machine and plan assembly;
    • Layout, assemble, position, grind, align and fit components together usually for hydraulic or pneumatic processes;
    • Assemble and install variety of metal and nonmetal pipes, tubes, and fittings, including iron, steel, copper, and plastic;
    • Installation of all type of transmitters, detectors, RTD & thermocouples etc;
    • Installation of cable management systems (trays and trunks)drilling and cutting penetrations through bulkheads (walls);
    • Pulling, terminating & glanding cables, crimping and creating looms;
    • Ability to read blueprints and technical diagrams and P&ID, Wiring drawings, Block Diagrams, Hook-up drawings;
    • Ability to use measurement devices such as multi-meter, insulation tester, Hart Communicator, DPI 611 / 612;
    • Physically able to meet requirements of the job including, working in confined spaces, lifting heavy equipment, and working at elevated heights;
    • Terminating & glanding cables, crimping and creating looms;
    • Installation, Isolation, reinstatement and associated construction testing of instrumentation devices in NON-HAZARDOUS and HAZARDOUS areas;
    • Read, understand and implement all applicable company/project policies, working practices, and procedures, ensuring at all times that all works associated with the role of Instrumentation Technician is completed safely and to a high standard;
    • Complete all work scope in accordance with applicable work pack/job card instructions, associated procedures and drawings / sketches;
    • Physically able to meet requirements of the job, including, working on confined spaces, lifting heavy equipment, and working at elevated heights;
    • Undertake responsibility to comply with all the Occupation Health and Safety requirements applied within the company.
    Education/experience & Qualification:
    • Relevant technical education or recognized industry apprenticeship;
    • Minimum 3 years of experience in the relevant field;
    • Intermediate written and verbal communication skills in English;

    • Ensure that Electrical installation is carried out as per design drawings and specifications;
    • Inspection of installed plant and documentation prior to the setting of work and commissioning;
    • Oversee pre-commissioning and commissioning activities;
    • Driving the installation, testing and certification of all aspects of the Electrical installation;
    • Installation and testing of Cathodic protection systems;
    • Installation and testing of Earthling systems;
    • Installation and testing of Lightning protection systems;
    • Planning of required work activities to ensure that design drawings, tools, equipment, and materials are available;
    • Supervises all construction-related work activities and assigned field functions and/or crafts involved within a discipline on the project;
    • Perform work in conformance with plans, specifications, schedules, and cost control estimates;
    • Complete field administration: timesheets, quantity reports, purchases and the job diaries;
    • Plan site activities, to ensure these activities are executed in a safe and timely way and meet the agreed project quality plan;
    • Create a clear execution installation plan, including planning job task labor, and material deliveries;
    • Lead Electrical site team on daily basis activities;
    • Responsible for the review of Electrical detail within the method statement and risk assessment;
    • Responsible for ensuring that ‘Toolbox talks’ are being effectively delivered on a regular basis and that the topics are relevant to the project;
    • Act as Performing Authority if required.

    • To perform tasks under the supervision of an IRATA approved Level 3 Supervisor, including Inspection and use of associated height work safety equipment, Safe use of hand and power tools;
    • Proper use and making of rope knots, hitches, bends and splices;
    • Safe and proper use, inspection and maintenance of Fall Arrest equipment;
    • To comply with all Company and National legislative requirements, HSE and QA Management Systems;
    • To maintain Log Book as per company and IRATA Requirements;
    • Responsible for carrying out work activities in accordance with specific work instructions and client permit to work requirements;

    • To carry out any rope access rescue from any situation whether it be at a height or confined spaces;
    • To prepare risk assessment, rescue plans and method statements;
    • To follow IRATA written practice as well as company procedure;
    • To communicate and coordinate with project managers and customers to maintain consistent workflow and customer satisfaction;
    • To assist rope access personnel to ensure operational efficiency with the implementation of the appropriate standards of safety and quality control in rope access activities, according to company procedures;
    • To seek to continually improve existing safe systems and methods of work;

    • To maintain Log Book as per company and IRATA requirements;
    • To undertake specific projects as instructed by management;
    • To interpret or evaluate test results in accordance with applicable codes, standards, specifications, or procedures;
    • To ensure any equipment used is calibrated where required and fit for purpose prior to use;
    • To provide detailed and accurate reporting to customer upon completion of inspection;
    • To convey any issues regarding inspection to customer, i.e. disposition and quality rejects;
    • To ensure that all customer requirements are carried out with the relevant QA & HSE documentation completed as appropriate;
    • To attend HSE meetings where possible;

    Education/experience & Qualification:

    • Experience with relevant ISO standard requirements;
    • Computer skills including the spreadsheet and word-processing programs;
